When the Asset Owner of a resource changes during the Planning Year,  there are different types of changes involved depending on the area which the change impacts. The following types of changes should be included in the Module E Capacity Tracking Tool (MECT) system when a resource committed in the Planning Resource Auction has a change of Asset Owner during the plan year:

  1. Settlements – Revenues collected for all committed ZRCs will be transferred to the new AO.
  2. Must-Offer Obligation – The Must-Offer obligation for generating resources will be transferred to the new AO.
  3. MCS – The obligation for LMR will be transferred to the new AO.
  4. ZRC transaction – ZRCs sold to other Market Participants will not be displayed under the new AO.
  5. ICAP/UCAP – MISO will not automatically update the Confirm UCAP/Convert UCAP screen to show the resource(s) involved in the AO change under the new AO unless there are significant benefits to both MP and MISO.
